createPreRegistration
Create a complete pre-registration under the broker selected by x-partner-id.
Currently supports the Altersvorsorgedepot Plus offered in Partner Life.
An existing customer with an app account receives a pre-registration on that account and the usual preparation email. A customer without an account, or a new customer, receives the usual invitation; their pre-registration is attached to their account only after they sign in and confirm their identity. No insurance-system offer or app account is created by this mutation.
Requires CREATE_OFFER_V2, the broker's German market and AVD rollout access.
Supply all answers at once; keep intermediate states in your own system.
Existing pre-registrations are never overwritten. Invitations require the broker's
affirmative declaration and remain subject to the usual partner restrictions and limits.
